The 3rd “Air Silk Road” International Forum (ASRIF) of China International Fair for Trade in Services (CIFTIS) was held on September 5th and 6th at the China National Convention Center in Beijing. The forum was jointly organized by the “Air Silk Road” International Cooperation Alliance (ASRICA), China International Center for Economic and Technical Exchanges (CICETE), International Cooperation Service Center of the CAAC, and the Beijing Airport Economic Core Zone Committee, with exclusive hosting by the Beijing International Aerotropolis Technology Research Institute. As the only brand forum in the aviation industry at the 2021 CIFTIS, it adopted the format of a main forum plus two parallel forums, themed “Air Silk Road Leads High-Level Opening Up of Airport Economy.” The forum achieved significant outcomes, including the establishment of an “Air Silk Road” innovation demonstration zone, the designation of Beijing Capital International Airport as the “Air Silk Road” starting point, the release of multiple authoritative industry indices and policies, and the signing of numerous projects.
Zhang Yi, deputy director of CICETE, presided over the opening remarks. Zhi Xianwei, executive deputy district mayor of Shunyi District, Beijing, delivered a welcome address on behalf of the organizers. A distinguished panel of speakers, including Wang Xiaojun, deputy director of the United Nations Office for South-South Cooperation (UNOSSC), Conrad Clifford, deputy director general of the International Air Transport Association (IATA), Dong Zhiyi, deputy head of the Civil Aviation Administration of China (CAAC), Weng Meng Yong, former vice minister of Transport and member of the Standing Committee of the National People’s Congress, Yu Luming, vice president of the Beijing Municipal People’s Political Consultative Conference, Matt Ashworth, counsellor of the British Embassy Beijing, Gao Fu, academician of the Chinese Academy of Sciences and director of the Chinese Center for Disease Control and Prevention, and Liu Daxing, academician of the Chinese Academy of Engineering, shared their insights on the “Air Silk Road” with a focus on green and smart development.
ASRICA expanded significantly during the summit, welcoming 12 new members, including China National Aviation Fuel Group, China Travelsky Holding Company, Emirates Airlines, and the Jianyang Airport Economic Zone Committee. Ma Jian, secretary-general of the 3rd ASRIF and head of the Beijing Aerotropolis Technology Institute (BATA), proposed the establishment of an “Air Silk Road” innovation demonstration zone in Shunyi District, Beijing. He also announced that Beijing Capital International Airport would serve as the starting point for the development of the “Air Silk Road.” Representatives from 15 organizations, including China National Aviation Holding Corporation, Capital Airports Holding Corporation, China Aviation Supplies Holding Company, Shunyi District Government, Beijing Tianzhu Comprehensive Bonded Zone Committee, and Airbus, jointly launched the “Air Silk Road” starting point and the construction of the Beijing (Shunyi) “Air Silk Road” Innovation Demonstration Zone.
One year after the establishment of the China (Beijing) Pilot Free Trade Zone, the Capital Airport Economic Demonstration Zone, as its core business area, has achieved remarkable results. It has accumulated a reserve of 268 projects, with 135 projects already implemented, exceeding a 50% implementation rate. Shunyi has attracted three “first-of-its-kind” financial projects in China, including the nation’s first foreign-invested insurance asset management company, the first wholly foreign-owned third-party payment company, and the first financing guarantee company in the country’s civil aviation airport system. Key speakers, including Wang Ming, head and researcher of the Institute of Comprehensive Transportation of the NDRC, Liu Feng, party secretary of the CAAC North China Regional Administration, Xiao Feng, chief accountant of Air China, and Zhang Guoliang, party secretary of Beijing Capital International Airport Co., Ltd. and member of the Party Committee of Capital Airport Group, delivered keynote speeches on the theme of “Harnessing Synergy and Building Momentum for the ‘Air Silk Road’ Innovation Demonstration Zone.”
During the summit’s civil aviation discussion session, key figures from the industry, including Meng Qingfen, director of the International Cooperation and Service Center of CAAC, Bao Yi, deputy director of the Development Planning Department of CAAC, Rong Gang, vice general manager of China TravelSky Technology Limited, Gong Feng, deputy general manager of China National Aviation Fuel Group, Tan Kejian, assistant president of China Aviation Supplies Holding Company, Zhao Chen, vice president of Airbus (China), and Chai Fubin, deputy general manager of China Airport Construction Group Corporation, shared their insights on topics such as “High-Quality Development of China’s ‘Air Silk Road’ during the 14th Five-Year Plan Period” and “Building a Smart Civil Aviation System.”
The conference yielded fruitful results, with the debut of three key publications: China Airport Economic Development Index 2021, China Air Cargo Hub Development Index 2021, and Beijing (Shunyi) Air Cargo Policy. The Beijing Airport Economic Core Area Committee signed agreements with the International Cooperation Service Center of the CAAC to jointly advance the “Two Zones” construction in the core area. The committee also signed agreements with the China Vocational Education Society to build several key projects, including the “Air Silk Road·Local Talents” Training Base, the Air Silk Road (Southwest) Industry Demonstration Base, and the Aviation Hub during the summit.
The development of the “Air Silk Road” not only involves creating a medium to high altitude transportation network but also focuses on promoting general aviation within the region. This will create an integrated air corridor encompassing both air transport and general aviation. Sun Weiguo, secretary general of the General Aviation Branch of CATA, Liu Jianping, general manager of Wanfeng Aviation, and Gao Yuanyang, director of the Beihang University General Aviation Industry Research Center, were among the guests who participated in a thematic discussion on “General Aviation: Connecting the Last Mile of the ‘Air Silk Road’.”
At the Parallel Forum 1: National Airport Economic Zone Vocational Education International Development Forum, Fang Naichun, secretary general of the China Vocational Education Society, Wu Zhong, director of the Finance Center for South-South Cooperation, Tan Zhenya, chief expert of Aviation Higher Education at the Chinese Society of Aeronautics and Astronautics, and Zhang Bojun, a member of the Standing Committee of the National People’s Congress and vice president of the China Vocational Education Society, delivered speeches. Liang Xuemei, secretary of the party committee of Langfang Polytechnic Institute in Hebei, Liu Bin, head of Tianjin Vocational Institute, and Liu Haiping, secretary of the Party Committee of Hubei Engineering Institute, engaged in a discussion focused on the theme of Air Silk Road Promotes the International Development of Vocational Education.
At the Parallel Forum 2: World-Class Aviation Hub Construction and Development (Shunyi) Forum, guests from Changi Airport in Singapore, UNOSSC, the National Development and Reform Commission’s Belt and Road Construction Promotion Center, the China Academy of Civil Aviation Science and Technology, and the Flight Inspection Center of CAAC, among others, engaged in a dialogue and discussion centered around the theme of Focusing on the “Two Zones” Construction: Building a World-Class International Aviation Hub. Huang Yongzhi, director of the Beijing Airport Economic Core Zone Committee, represented the organizing committee and delivered a speech at the forum.
